BPDA will hold virtual April Board Meeting Today – April 16

While the BPDA April Board Meeting will be held on Thursday, April 16, virtual participation will be used in response to COVID-19 to ensure the safety of the public, staff members, and BPDA Board Members. As always, the Board Meeting will be televised on Boston City TV (Xfinity Channel 24, RCN Channel 13, and Verizon Fios Channel 1962) and livestreamed on boston.gov. The Board will not vote on any Article 80 development projects or hold any public hearings. The April Board Meeting Agenda is below. In response to COVID-19, the BPDA has postponed all BPDA-hosted public meetings for Article 80 development projects and planning initiatives until further notice. While projects will continue to be reviewed internally by BPDA staff, the public review process is on hold until public meetings can be resumed. Additionally, open comment periods will be extended until the public review process resumes. MINUTES

1. Request authorization for the approval of the Minutes of the March 12, 2020 Meeting.

LICENSE AGREEMENT/LEASE/MEMORANDUM OF AGREEMENT

2. Request authorization to amend the Memorandum of Agreement with the Massachusetts Department of Transportation and the Rose Kennedy Greenway Conservancy for the MassDOT/CAT Project Parcel 2 Park Design & Constructionproject to increase the mitigation fund contribution by $205,000.00 for a total of $805,000.00.

3.Request authorization to amendthe Ground Lease Agreement with CVPA Chain Forge LLC as tenant and Redeveloper of Building 105, also known as the Chain Forge Building located on a portion of Parcel NY-1 in the Charlestown Navy Yard within the Charlestown Urban Renewal Area.

4 Request authorization to amend the Lease Agreement with Charlestown Marina, LLC for use of Water Parcel D in the Charlestown Navy Yard.

5.Request authorization to enter into a License Agreement with Suffolk Jewelers Inc. for the use of 4,760 square feet of land located at 23-25 East Lenox Street in Roxbury for employee andcustomer parking.

6.Request authorization to enter into a License Agreement with the Boston Public Health Commission for Boston Emergency Medical Services’ use of two BRA owned parcels and improvements located at 516-522R Main Street in Charlestown.

7. Request authorization to amend the License Agreement with Navy Yard Garden Associates Inc. for an interactive public arts exhibit in the Charlestown Navy Yard to extend the termination date; and, to amend the License Agreement with Leopold Gallery LLC for the installation of the Whitaker Wind Sculpture art exhibit to extendthe termination date.

8. Request authorization to enter into a License Agreement with the National Park Service to install a monumental marker to memorialize the Middle Passage stage of the Triangular Trade on Long Wharf.

9. Request authorization to enter into Rent Deferment Agreements with BRA tenants severely impacted by Covid-19.

REQUEST FOR PROPOSALS/INVITATION FOR BIDS/CONTRACTS

10. Request authorization to increase the contract amount with Gone Green Electric Co., Inc. for the Electric and Maintenance Repair of BRA owned properties in an amount not to exceed $12,500.00per year of the contract term.

11. Request authorization to execute a Construction Contract with ACK Marine & Contracting, LLC for the Long Wharf Seawall Stabilization Project in the Central Wharf District, in an amount not to exceed $819,350.00.

12. Request authorization to execute an amendment to the Engineering Design Contract with Foth Infrastructure & Environmental, LLC in connection with the Long Wharf Seawall Stabilization Project in the Central Wharf District for the sale of CLE Engineering, Inc. to Foth Infrastructure & Environmental, LLC; extension of contract until project completion; and, an increase not to exceed $122,645.00.

TENTATIVE/FINAL DESIGNATION/EXTENSION

13. Request authorization to extend the Final Designation of EBCDC Inc.as the tenant and Redeveloper of 146-172 Condor Street in East Boston; to execute a Ground Lease with the Redeveloper;and, to take all related actions.

CERTIFICATE OF COMPLETION

14.Request authorization to issue a Partial Certificate of Completion for the building consisting of 4 LEED Platinum units, under the E+ Green Building Program, located at 36-38 Colonial Avenue in Dorchester.
